Tiered Fidelity Inventory


The PBIS Tiered Fidelity Inventory (TFI) provides an efficient and valid index of the extent to which PBIS core features are in place within a school. It is based on earlier PBIS fidelity surveys (SET, BoQ, TIC, SAS, BAT, MATT). The primary purpose of the instrument is to help school teams improve. It is a guide for implementation for Tier I, II and/or III practices and also necessary for the Recognition Process

Self-Assessment Survey

The PBIS Self-Assessment Survey (SAS) examines the status and need for improvement of four behavior support systems: (a) schoolwide, (b) non-classroom, (c) classroom, and (d) individual students. A summary of the survey results is used to develop an action plan for implementing and sustaining Positive Behavioral Interventions and Supports (PBIS) systems throughout the school.
  • Conducted initially and then annually - preferably in the fall each year
  • Completed by all staff that have contact with students
  • Determines the status of PBIS in a school as perceived by all staff members
  • Guides the development of an action plan for improving PBIS implementation
  • Schools scoring 80 percent or higher on the Implementation Average are implementing universal/tier 1 PBIS with fidelity

Team Implementation Checklist

    • Completed in the fall and winter each year until the spring Benchmarks of Quality score is at or above 70 percent. Teams may choose to take the TIC more often to assist them with action planning their PBIS implementation.
    • PBIS team reaches consensus on each item prior to entering result in PBIS Assessment
    • Guides the development of an action plan for improving PBIS implementation
    • Schools scoring 80 percent or higher are implementing universal/tier 1 PBIS with fidelity. Instructions for calculating your total score can be found here.
